ABOUT THIS ATTRACTION
The Blue Palace (Plavi dvor) is the official residence of the president of Montenegro, a refined early-20th-century building set among the former embassies that gave Cetinje its diplomatic character when it was the capital of the Kingdom of Montenegro. The palace is an official residence, not a museum, and is best appreciated from the exterior as part of an architectural walk through the former embassy quarter — a streetscape of distinctive national buildings that is unlike anything else in the Balkans. The walk is the point: the embassies were built by the foreign powers that recognised Montenegro, and their architecture is a catalogue of national styles gathered on a few Cetinje streets.
HISTORY & BACKGROUND
The story behind it
When Cetinje became the capital of the Principality and later Kingdom of Montenegro in the 19th century, the foreign powers that recognised the state built their embassies here, creating a diplomatic quarter of purpose-built national buildings. The Blue Palace was built in the late 19th century and later became associated with the Montenegrin royal family and, in the modern era, the official residence of the president. The former embassy buildings — among them the Russian, French, Austro-Hungarian, Italian and British legations — survive in various uses, though not all are museums or open to visitors, and their current functions and access vary.
WHAT TO SEE
What to see here
The Blue Palace — the official presidential residence, best seen from the exterior as an architectural landmark.
The former embassy buildings — the distinctive national architectures of the powers that recognised Montenegro.
The diplomatic streetscape — a walk through the most elegant quarter of the old royal capital.
The contrast with the monastery quarter — the secular, diplomatic Cetinje beside the religious and royal centre.
WHY IT MATTERS
Why it matters
The Blue Palace and the embassy quarter are what make Cetinje feel like a capital rather than a provincial town — the diplomatic architecture of a recognised state, gathered on a few streets. For a visitor the walk is the experience: the embassies are best seen from outside, the Blue Palace is an official residence rather than a museum, and not every former diplomatic building is open to the public. Do not assume interior access at any of them.
